GUIDELINES FOR ADMISSION INTO CATEGORY-‘B’ SEATS IN B.E/B.Tech PROGRAMMES FOR THE YEAR 2012-13
 

The Government of A.P issued G.O.Ms.No.66 & 67 dt: 03.09.2012 with a view to make admission of students in category-B seats into Private Unaided Minority and Non-Minority Professional Education colleges offering undergraduate courses more transparent by making the submission of applications and display of merit list/selection list online and to facilitate this a web portal is to be setup for the convenience of students. Accordingly, the Competent Authority (APSCHE) has entrusted the responsibility of designing the web application and monitoring of the web portal to the Center for Good Governance (CGG). The following operating guidelines are issued by the Competent Authority so as to make the process of admission into category-B seats in B.E/B.Tech programmes offered by all Private unaided Engineering colleges transparent, totally merit-based and non-exploitative.

 

All the managements of Private unaided Engineering colleges are hereby informed that they shall have to strictly adhere to these guidelines for admitting students under Category-B in B.E/B.Tech programmes for the year 2012-13.

 
  1. Rules of Admission:
  • The Institutions that are approved by All India Council for Technical Education and permitted to fill NRI seats not exceeding 5% of the sanctioned intake in each course for the academic year shall admit NRI candidates (sons and daughters of NRIs) who have passed the qualifying examination with not less than 50% of marks in prescribed group subjects or 50% aggregate marks in the qualifying examination or Cumulative Grade Point Average (CGPA) equivalent to 5 on a scale of 10.
  • The remaining seats shall be filled on merit basis with candidates including from other States and Union territories who have secured rank at AIEEE and secured not less than 45% of marks in the prescribed group subjects in the qualifying examination.
  • The seats remaining unfilled from 1 and 2 above shall be filled with eligible candidates on merit basis.

* Eligible candidate means:

  • The Candidate shall be an Indian National or Persons of Indian Origin (PIO) / Overseas Citizen of India (OCI) Card Holders.
  • In respect of Under-graduate Professional Courses in Engineering (Including Technology) the candidate should have completed 16 years of age as on 31st December of the Academic year for which the admissions are being conducted.
  • The candidate should have passed the qualifying examination (10+2) conducted by the Board of Intermediate Education, Andhra Pradesh or equivalent with Physics & Mathematics as compulsory subjects along with one of the Chemistry/Bio-Technology/Biology subjects and obtained atleast 45% marks in the above subjects taken together/ (40% in case of candidates belonging to reserved categories) and should have secured a rank at the Common Entrance Test.
  • There after, if any seats still remain unfilled such seats may be filled on merit basis with candidates securing not less than 45% (40% in case of reserved categories) of marks in the prescribed group subjects taken together/Aggregate marks in the qualifying examination.
 

2.Procedure for admissions:

  • Guidelines for colleges:
Online Management system for category B seats:
  • In pursuance of the instructions of the Government vide G.O. Ms. 66 and 67, the Competent Authority (APSCHE) has established an online portal with CGG to enable colleges to port the data relating to the category B seats.
  • The online Portal is http://apsche.cgg.gov.in
  • The College Managements have an important role to operate the portal as they will have to furnish the data relating to category B seats in their college, contact details, application fee details and Bank Accounts. They will be responsible for generating the merit lists and submit the merit lists online to the Competent Authority.
  • Each college will have to pay a service charge of Rs.5000/- to CGG for hosting the portal and the same will be adjusted from out of the Application registration fee collected from the students.
  • The Colleges shall furnish all the above details by 11th September 2012.
  • Details to be furnished:
  • College shall furnish the details of address, contact numbers, email address, bank account number with the IFSC code.
  • All possible branches of study will be made available from the EAMCET master data. The College managements will furnish the details of the category B seats (30%) with NRI seats, if any, in each branch.
  • The Colleges shall furnish all the above details by 11th September 2012.
  • Once the above data is furnished, the details of the college will be available for students to access for submission of online applications.
  • Services provided to the colleges:
  • View Applications: The applications received from the candidates can be viewed (only students who have paid the application registration fee will be confirmed and displayed in the Portal).
  • View payments: Details of payments made by the students can be viewed online.
  • Payment remittance reconciliation: All payments received and transmitted online to the college bank account can be viewed online by the college.
  • Generate Merit list: The college management will have two facilities to prepare a merit list. Colleges can either opt for manual preparation where they can download all applications or ask the system to generate the merit list as per the provisions of the G.O. Ms. 66 and 67.
  • Queries and Complaints: Queries, complaints and feedback from the students / parents will be displayed in the Queries menu. The College managements may respond to the queries.
  • Allotment Letters: The College managements will be provided with a facility to generate provisional allotment letters to selected candidates.
  • Admission procedure
    • Keeping in view the convenience of students, the academic calendars of the Universities, the admission schedule of category-A seats and the admissions for category-B being processed through a single window web portal, the Competent Authority advises the colleges to follow the suggested schedule of dates given below for category-B admissions.

The Managements shall follow the same steps as mentioned above till all the seats are filled up from the merit list of the applicants available

  • The Managements of the colleges shall notify in newspapers / upload on the web portal the details of courses offered with intakes under category-B, the schedule of admissions as suggested above, registration fee for application, tuition fee, etc.
  • A common application format has been designed to facilitate the students to apply to various colleges online conveniently. All the relevant data required for preparing the merit list and the selection list will be available to the colleges through these online application forms.
  • After the closing date, the colleges shall download the application forms and prepare merit lists of each category of candidates:
      • I ) NRI candidates
      • II) Candidates with AIEEE rank
      • III) Candidates with EAMCET rank
      • IV) Candidates based on Qualifying examination marks
  • The Colleges shall prepare the selected list of candidates branch- wise as per the candidates merit-cum-choice from the merit lists of the above four categories exhausting all the candidates in each category in the following priority.
      • I > II > III > IV
  • The colleges have also the option to generate the merit list and the selection list by making use of the software package available on the web portal.
  • The merit lists and the selection list prepared by the colleges will be cross-checked by the Competent Authority from time to time and any discrepancy found shall have to be duly corrected by the college Managements immediately.
  • The colleges shall display on the web portal both the validated merit lists (of the four categories) and the final selection list.
  • The colleges shall collect the Tuition fee and special fee as prescribed by the Government and should also thoroughly verify the authenticity of the certificates and eligibility before admitting the candidates.
  • Any excess fee collected will amount to capitation fee and Managements shall be liable for action under A.P. Educational Institutions (Regulation of Admissions & Prohibition of Capitation fee), Act, 1983.
  • Guidelines for students:

  • 1) The students are required to visit the portal http://apsche.cgg.gov.in for applying online to any of the colleges for admission into category B seats.
  • 2) The student can view all the colleges at a glance by clicking on the colleges menu.
  • 3) By clicking on the college selected, the student can view the seat distribution branch wise and also the application registration fee to be paid and also tuition fee payable.
  • 4) By clicking APPLY ONLINE menu button, the application form for that college appears on the screen and the student has to fill up all the details in the form. The student can give the order of preference for various branches offered by the college.
  • 5) The student has to pay the application registration fee as required for that college and also user charges of Rs.70/- to CGG through the online facility (Net banking) or by cash (in any of the AP Online centres).
  • 6) Payment of application registration fee and the user charges :
  • The portal provides two types of payment:

  1. Net Banking: Candidates who have an online bank account can make payment through the net banking system. They will be taken to the bank portal to make payments using their user ID and password.

  2. Manual Payment: A candidate will first take a print out of the application form and visit any of the AP Online Centers (list is available in the portal) to make the payment by the end of the next working day of registration. Upon making the payment, the AP Online center will give a receipt in confirmation. Once the payment is made, the application is automatically confirmed for that college.

  • 7) Failure to pay the application registration fee and user charges by the end of the next day of registration, the application form will be automatically deleted. The candidate will have to apply afresh again.
  • 8) A student has to apply separately for each college by paying the requisite application registration fee for that college and user charges.
  • 9) After the successful submission of application form an online acknowledgment is available with a unique ID number. This will also be sent to the email ID of the student.
  • 10) Selected candidates can download their provisional allotment letters issued by the college Management from the portal.
  • 11) A candidate must have the following details ready for registering online for category B seats:

i) Name and address details

II) Qualifying examination details –

  1. if from outside the states along with marks memo to be scanned and uploaded.

  2. if from state of Andhra Pradesh Intermediate or its equivalent examination details

iii) AIEEE-2012 rank letter – to be scanned and uploaded

iv) EAMCET-2012 Hall ticket and Rank card

v) Photograph - to be scanned and uploaded (50 kb of size 3.5 cm x 4.5 cm – jpg format)

vi) Payment of application registration fee as prescribed by the college and user charges to be made either through net banking or by cash in any of the AP Online Centers.

vii) List of AP Online centers can be viewed on the website.
